Removing the inside board shows the root of the problem. The joists aren't pressure treated, which leaves them vulnerable to damage from moisture and insects. The pressure treated board that is under the joists has probably prevented some drainage and allowed the untreated joists to retain even more moisture, and carpenter ants have found a good home.
